I am a primary school teacher. I have secondary special education. When I said that I would submit a document for a master's degree, "our guest" said that we cannot appoint a master's degree to a teacher with secondary special education. Is that right?

Appointment of bonuses to teaching staff approved by the decision of the Cabinet of Ministers dated September 30, 2019 No. 823 "Procedure for the organization of the director's fund for the promotion of exemplary employees of general secondary education institutions and the use of its funds on" is regulated by the Regulation.
According to paragraph 24 of this regulation, teaching staff in a general education institution, regardless of whether they have a higher or secondary specialized education, are evaluated based on the established evaluation criteria and according to their indicators, based on the decision of the Working Group, each base tariff rate monthly allowance is determined.
That is, the fact that a teacher has a higher or secondary specialized education does not play any role in assigning him a bonus. The main thing is that the pedagogue employee meets the requirements of the evaluation criteria defined in the statute.
In conclusion, the demand of the deputy director for educational affairs is against the law.
