I am an elementary school teacher with a secondary specialized education. Currently, I am studying at the university as a correspondence student. Our director gave up the subject of "Upbringing" to us and gave the retraining to a psychologist who had just finished it. Is this lawful?

It is known that elementary school teachers are allowed to teach the subject "Upbringing" in grades 1-4. The Prime Minister gave instructions on this.
Also, psychologists who have graduated in the field of "Psychology and Pedagogy" are allowed to teach education in schools.
However, the topic of teaching the subject "Education" by psychologists is somewhat controversial. Therefore, we should focus on this issue in detail.
In fact, the teaching of the subject "Education" in general education institutions is regulated by the Resolution of the Cabinet of Ministers No. 422 of June 6, 2020.
In order for graduates of the "Psychology and Pedagogy" field of education to receive the right to teach the subject "Upbringing" in general education schools, the curricula of the higher educational institutions where they studied must be amended from the 2020/2021 academic year.
If some state and non-state universities have not made changes to the curriculum, students and graduates of these universities will not be able to teach the subject "Upbringing." In this case, they will need to complete a professional retraining course to obtain the right to teach the subject "Upbringing."
Please note that this is a condition for completing a retraining course in the subject "Education," not psychology.
That is, in the above situation, if a psychologist with a pedagogical specialty studied only in a retraining course on the subject "Psychology" and the retraining curriculum does not include the subject "Upbringing," then the psychologist who studied in this course cannot be taught the subject "Upbringing."
Therefore, in this situation, employers should pay special attention to the presence of the subject "Education" in the curriculum of the professional retraining course.
If both applicants have the right to teach the subject "Education," the lesson hours are allocated according to the priority sequence established by the Regulation "On the procedure for compiling classes and forming tariff lists in general education institutions."
In this case, class hours are assigned first to teachers with retraining diplomas, after which they are assigned to teachers with secondary specialized education.
In this case, with the written consent of the teacher who has the opportunity to receive the maximum number of class hours, the class hours that can be allocated to him can be assigned to other teachers.
